No significant fiscal implication to the State is anticipated.
The bill would require the Legislative Budget Board (LBB) to issue a report concerning federal money provided to the state under guidelines required by the bill. The bill would require the LBB to provide the report to the legislature, the Governor, and the Attorney General no later than 90 days after the last day of the regular or special legislative session during which the legislature enacts the general appropriations act on which the report is based. The bill would also require the Governor to consult with the Governors of other states to develop a coordinated approach consistent with polices established in the bill for issues related to federal money subject to a coercive federal condition that is provided to the states by the federal government. This analysis assumes duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.
