No significant fiscal implication to the State is anticipated.
The bill would amend portions of the Human Resources Code to require the Executive Commissioner of the Health and Human Services Commission (HHSC) to adopt rules related to minimum nutrition standards, physical activity, and time spent using or viewing electronic devices, for certain child-care facilities. The bill would take effect September 1, 2017. HHSC indicates that any costs associated with the bill could be absorbed within the agency's existing resources.
