No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to permit any prevailing party to recover attorney's fees and costs in any suit or enforcement action to which a groundwater conservation district is a party in an amount not to exceed $250,000. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
