No fiscal implication to the State is anticipated.

The bill would amend the Water Code to designate certain rivers or stream segments as unique ecological value. The bill would prohibit a state agency or political subdivision of the state from financing the actual construction of a reservoir in the designated segment. It does not affect the ability of a state agency or political subdivision the ability to construct, operate, maintain, or replace a weir, water diversion, flood control, drainage or water supply system, low water crossing or a recreational facility. The bill would not alter any existing property rights of affected landowners.
