No fiscal implication to the State is anticipated.
The bill would create the Montgomery County Municipal Utility District No 154. The bill would establish the board, the rules governing the election of the board, the duties, powers, bond authority, tax authority, and boundaries of the district. The district would not have eminent domain power.
The bill would take effect immediately if it receives two-thirds vote in both chambers; otherwise, it would take effect September 1, 2017.
