No significant fiscal implication to the State is anticipated.
The bill would amend Texas Health and Safety Code, Section 382.056 to allow the notice of intent to obtain an air quality permit to be consolidated with the notice of draft permit for applications for which those notices are required if, within 15 days of receipt of the application, the Texas Commission on Environmental Quality (TCEQ) can determine that the application is administratively complete and the preliminary decision and draft permit are available.
TCEQ indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished within existing resources.

If a local or other governmental entity applied for certain air quality permits, that entity could expect cost savings for publications.
