LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 21, 2017

TO:
Honorable Robert Nichols, Chair, Senate Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1051 by Watson (Relating to the accommodation of a deaf or hard of hearing student in driver education; authorizing a fee.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Licensing and Regulation to offer a driver education course online in American Sign Language, and establish a fee for the course. The fee must be sufficient to cover the cost of creating and administering the course.

The Texas Department of Licensing and Regulation indicates it could absorb the costs associated with the bill within its current resources;  therefore, any revenue from the fee would be minimal.

Local Government Impact

No fiscal implication to units of local government is anticipated.
