No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code relating to the medical treatment and care of animals by certain persons in animal shelters and releasing agencies. The bill would require the State Board of Veterinary Medical Examiners (SBVME) to promulgate forms that an animal shelter or releasing agency may use to comply with certain provisions of the bill. Under the provisions of the bill, SBVME would not be permitted to deny a license or take disciplinary actions against an unlicensed individual or a veterinarian if certain conditions apply. The bill provides criteria for SBVME to make determinations relating to denying a license or taking disciplinary actions against a veterinarian.
SBVME and Office of Court Administration anticipate any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
Based on the LBB's analysis of the Department of State Health Services, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
