No fiscal implication to the State is anticipated.
The bill would amend the Civil Practice and Remedies Code to allow a merchant selling goods or services to offer a person suspected of stealing or attempting to steal property to complete the merchants education program instead of reporting the offense to a law enforcement program.
The bill would take effect September 1, 2017.
