No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code related to solid waste service for an extraterritorial jurisdiction of a municipality that has a population of 1.5 million and at least 75 percent of the population resides in a single municipality. The bill would allow a municipality to impose a civil or administrative penalty to ensure compliance with the provisions of the bill.

The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise it would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
