No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to require the Texas Department of Motor Vehicles (TxDMV) to provide the opportunity to contribute to the Ending Homelessness Fund when a person registers or renews the registration of a motor vehicle. The bill would require a county tax assessor-collector to send any contributions to the Comptroller for deposit to the fund. The bill would create the Ending Homelessness Fund as a trust fund held by the Comptroller outside the State Treasury and administered by the Texas Department of Housing and Community Affairs (TDHCA). The bill would require money in the funds to be used to provide grants to counties and municipalities to combat homelessness. The bill would require TDHCA to adopt rules governing the application for and issuance of those grants. The bill would take effect on September 1, 2017.
Based on LBB's analysis of information provided by TxDMV, it is assumed costs and duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources. TDHCA indicates it could absorb the costs of administering the grant program within the agency's existing resources.
This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either with or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
