Honorable Larry Taylor, Chair, Senate Committee on Education
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
SB1309 by Hall (Relating to state requirements for teacher training and student instruction regarding certain subjects in public schools.), As Introduced
No fiscal implication to the State is anticipated.
The bill would amend the Education Code to specify that a school district may not be required to provide staff training or student instruction on Internet safety, teen dating violence, bullying, student parenthood, child abuse, or school bus transportation safety.
Local Government Impact
The Texas Education Agency estimates that school districts and open-enrollment charter schools may incur costs associated with revising curriculum, contracts, codes of conduct and other policies to align with the elimination of topics specified by the bill; however, these costs are anticipated to be minimal and to be offset by the savings related to eliminating certain staff development and student educational programs.
