Fiscal Analysis

The bill would amend Texas Health and Safety Code, Section 401.249(f) to instruct the Texas Commission on Environmental Quality (TCEQ) to deposit to the General Revenue-Dedicated Low-Level Radioactive Waste Fund No. 88 (Account 88) an amount of revenue calculated by TCEQ to support the activities of the Texas Low-level Radioactive Waste Disposal Compact Commission.

The bill would take effect September 1, 2017.

The bill would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either within or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

Methodology

The amount of revenue estimated by the Comptroller's Biennial Revenue Estimate to be collected in fiscal years 2018 and 2019 that would be subject to the bill is $111,000 each fiscal year. The Comptroller estimates that this revenue collection will continue in future years. This revenue is currently deposited to the credit of the General Revenue Fund and would be deposited to Account 88 under the provisions of the bill.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
