No significant fiscal implication to the State is anticipated.
However, costs to implement the provisions of this bill could be significant if major renovations to existing bathrooms are required to either establish or maintain compliance with certain accessibility standards.
The bill requires that a governmental entity that constructs or renovates a building operated by the entity that has public restrooms, shall provide a diaper changing station in at least one restroom designated for each gender or, if applicable, in at least one restroom not designated by gender, and shall post a sign indicating the location of changing stations.
This analysis assumes the cost of purchasing and installing changing stations would not be a significant cost to the state. However, costs to implement the provisions of this bill could be significant if major renovations to existing bathrooms are required to either establish or maintain compliance with certain accessibility standards.
Local Government Impact
According to the Texas Association of Counties, Galveston County reported at an estimated cost of $500 per station for a total of 50 sites would cost $25,000 for total installation, plus an additional $5,000 for consultant fees which would total $30,000.
According to the Texas Municipal League, the fiscal impact to municipalities is not anticipated to be significant.
