LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 3, 2017

TO:
Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1533 by Rodríguez (Relating to mental health first aid training for university employees.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to add university employees to the list of educators that can receive grant-funded mental health first aid training provided by the Local Mental Health Authorities. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise it would take effect September 1, 2017. The Health and Human Services Commission indicates that the current mental health first aid training program has sufficient available capacity to provide this training to university employees within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
