SB1642 by Watson (Relating to allowing the holder of a brewpub license to sell beer, ale, and malt liquor to certain qualified persons outside the state.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Alcoholic Beverage Code to authorize the holder of a brewpub license to sell beer, ale, and malt liquor to certain licensees, permit holders, or distributors situated outside the state of Texas. The Texas Alcoholic Beverage Commission reports that the costs to administer the provisions of the bill could be absorbed within existing resources.

The Comptroller of Public Accounts reports that while the provisions of the bill could result in increased excise and sales tax revenue collections, the amounts in the aggregate are not expected to be substantial.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take effect September 1, 2017.

No significant fiscal implication to units of local government is anticipated.
