LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 29, 2017

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1692 by Lucio (Relating to the creation of a nutrition education task force.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code to require the Commissioner to create a nutrition education task force to develop certain policy recommendations regarding nutrition education in public schools. The bill would specify the composition and presiding officer; the specific requirements; and the frequency of meetings of the task force. The bill would require the task force to develop and submit recommendations by March 1, 2018 to Texas Education Agency (TEA), Department of State Health Services (DSHS), and Department of Agriculture (TDA) for implementation in school year 2018-19, require the TEA, DSHS, and TDA to review and revise any rules, recommendations, and policies implemented based on task force recommendations at least every three years. The bill would take effect immediately if passed with necessary voting margins, or September 1, 2017.

DSHS indicates it could absorb the cost associated with the bill within its current resources. TDA indicates it could use federal funds received for state administrative expenses for the child nutrition programs to implement the provisions of the bill. TEA estimate some administrative costs related to supporting the task force; however, this analysis assumes these costs could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
