LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 25, 2017

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1794 by Menéndez (Relating to the elimination of a specific requirement that certain school districts develop and implement a plan to increase enrollment of the district's students at institutions of higher education.), As Introduced

No fiscal implication to the State is anticipated.

The bill would repeal a section of the Education Code that requires certain school districts to collaborate with local institutions of higher education to increase the percentage of students who enroll in institutions of higher education upon graduation from high school.  It is assumed that the bill would result in no fiscal implications to the state, based on information provided by the Texas Education Agency, the Higher Education Coordinating Board, and the system administrations of Texas A&M University, the University of Texas, Texas State University, the University of North Texas, Texas Tech University, and the University of Houston.

The bill would take effect September 1, 2017.

Local Government Impact

It is anticipated that the bill would result in cost savings for some local school districts due to the removal of the requirement to develop and implement a plan to increase the percentage of graduating seniors who enroll in an institution of higher education upon graduation.
