LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 12, 2017

TO:
Honorable Phil King, Chair, House Committee on Homeland Security & Public Safety

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1805 by Lucio (Relating to the multiuse training and operations center facility.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code, Section 411.041, related to the establishment of a multiuse training facility, by altering the description of the purpose for which the proposed multiuse training facility is to be used. Government Code requires the multiuse training facility to be constructed by the Facilities Commission (TFC) for the use of the Department of Public Safety (DPS), Texas Military Department (TMD), and county and municipal law enforcement agencies, including agencies of the federal government. The bill would add to the requirements of the multiuse training facility the title and responsibilities of an operations center.

Section 411.041 of the Government Code was originally added by HB 11, 84th Legislature, Regular Session, and this analysis assumes that the bill would not materially impact the proposed multiuse training facility as it was scoped at the time. The analysis of HB 11 estimated construction costs of $154,163,846 and FTE related costs for 4 additional FTEs in the first fiscal year of $372,501 and $355,481 in subsequent years.

The bill would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
