No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code and the Health and Safety Code relating to an application for the amendment of a certificate of public convenience and necessity in an area inside the boundaries of a political subdivision. Based on the analysis of the Public Utility Commission and the Texas Commission on Environmental Quality, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

According to the Texas Municipal League, the fiscal impact to municipalities is not anticipated to be significant.
