No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code and the Health and Safety Code relating to an application for the amendment of a certificate of public convenience and necessity in an area within the boundaries of a political subdivision. The analysis assumes the provisions of the bill would be carried out by the Public Utility Commission (PUC). Based on the analysis of PUC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
The bill would take effect September 1, 2017.

According to the Texas Municipal League, the fiscal impact to municipalities is not anticipated to be significant.
