LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 15, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1883 by Campbell (Relating to the approval of open-enrollment charter schools and the review of challenges by open-enrollment charter schools or school districts to accountability determinations.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the State Board of Education to adopt procedures for the appeal of a charter school application, and would require the Commissioner of Education to consider the applicant's application if the charter applicant prevails in an appeal to the State Board of Education.

The Texas Education Agency indicates there would be a cost to implement the provisions of the bill, but this analysis assumes any such cost could be absorbed within existing resources.

The bill would take effect immediately if it received a vote of two-thirds of the members elected to each chamber; otherwise, it would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
