No significant fiscal implication to the State is anticipated.
The bill would remove the requirement that the Commissioner of Education shall work in coordination with a member of the State Board of Education when granting a charter for an open-enrollment charter school. The bill would require the Commissioner of Education to adopt procedures for the appeal of a charter school application.
The Texas Education Agency indicates there would be a cost to implement the provisions of the bill, but this analysis assumes any such cost could be absorbed within existing resources.
The bill would take effect immediately if it received a vote of two-thirds of the members elected to each chamber; otherwise, it would take effect September 1, 2017.
