LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 1, 2017

TO:
Honorable Donna Campbell, Chair, Senate Committee on Veteran Affairs & Border Security

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1936 by Hughes (Relating to the issuance of specially marked driver’s licenses and personal identification certificates to disabled veterans.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to expand the current veteran designation on a driver license or identification card to include a disabled veteran's designation for certain eligible veterans.  The bill would clarify that a disabled veteran's designation on a driver license or identification card is not proof of disability for purposes of certain property tax exemptions. The bill would require a disabled veteran seeking renewal of a driver license or identification card to provide proof sufficient to the Department of Public Safety of the disabled veteran's disability rating. It is assumed the costs associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
