The bill would amend the Utilities Code relating to benefit programs provided by retail electric providers and certificated telecommunications utilities for low-income customers.
Based on the analysis of the Public Utility Commission and the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
