No significant fiscal implication to the State is anticipated.

The bill would amend the Texas Water Code, Section 5.136 to define "green stormwater infrastructure", and to require the Texas Commission on Environmental Quality (TCEQ) to study the installation and use of green stormwater infrastructure in the state of Texas. The bill would require TCEQ to include, as part of the agency's biennial reports to the Governor and members of the legislature on TCEQ activities during the preceding fiscal biennium, a written report that includes an estimate on the amount of stormwater managed using green stormwater infrastructure; a description of barriers to installing and using green stormwater infrastructure; recommendations to increase installation and use; goals for increased installation and use; and progress made toward achieving such goals from the previous biennium's report. The bill would take effect September 1, 2017.
 
TCEQ estimates there would be a minimal cost associated with implementing the provisions of the bill.
