SB2032 by Bettencourt (Relating to the authority of the Texas State Technical College System to offer technical-vocational courses or programs.), As Introduced

The fiscal implications of the bill cannot be determined at this time, but would be significant. The impact would be related to the potential expansion of the number of Texas State Technical College (TSTC) offerings across the state. The size of the impact would depend on the jurisdictions in which TSTC would operate, the number of students that would be served, the programs that would be offered, and the level of community support.

The bill would amend Chapter 135 of the Education Code, relating to the authority of the Texas State Technical College System (TSTC) to offer technical-vocational courses or programs and removing  restrictions on the authority of TSTC to offer such programs.

The bill would remove the requirement that a TSTC technical-vocational course of study be subject to review by the Texas Higher Education Coordinating Board (THECB). The bill would remove the requirement that the emphasis of each TSTC campus is to provide technical programs not commonly provided by public junior colleges.

The bill would remove the requirement that TSTC receive THECB approval prior to operating an extension center.

The bill would repeal Section 135.04 of the Education Code.

Local Government Impact

No fiscal implication to units of local government is anticipated.
