No fiscal implication to the State is anticipated.
The bill would amend the Education Code to restrict school districts, including districts of innovation, from beginning instruction for students before the third Monday in August unless the school district operates a year-round system or the school district falls within a specific limited exception. The bill would specify the first day of instruction requirement would apply to districts of innovation adopted or renewed after the bills effective date. The bill would take effect immediately if passed with necessary voting margins, or September 1, 2017.
Local Government Impact
The Texas Education Agency (TEA) anticipates nominal administrative costs to school districts to update school calendars and minimal impacts to districts of innovation since none of the current districts of innovation include an earlier start date in their local innovation plans.
