April 25, 2017

TO:

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB2079 by Taylor, Larry (Relating to a requirement that a student's postsecondary transcript include the average or median grade awarded in each class.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code to require each general academic teaching institution to include on a student's transcript the average or median grade awarded to all students enrolled in a class immediately to the right of the grade earned by the student.

The bill would apply beginning with the fall 2017 semester. The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, the bill would take effect September 1, 2017.

Based on the LBB's analysis of information provided by the Texas Higher Education Coordinating Board and by university systems, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
