SB2103 by Garcia (Relating to the authority of certain municipalities to alter prima facie speed limits.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code allowing a municipality may declare a lower speed limit of not less than 20 miles per hour if the governing body determines the prima facie speed limit is unreasonable or unsafe.

The bill would take effect September 1, 2017.

The bill does not apply to a roadway or part of the roadway that is on the state highway system. Therefore, no fiscal or operational impact to the Texas Department of Transportation.

Local Government Impact

According to the Texas Municipal League, the fiscal impact to municipalities is not anticipated to be significant.
