No significant fiscal implication to the State is anticipated.

Under provisions of the bill, beginning with admissions for the 2021-2022 academic year, a general academic teaching institution would not be not required to offer admission to applicants who qualify for automatic admission in excess of the number required to fill 30 percent of the institution's enrollment capacity designated for first-time resident undergraduate students in an academic year. General academic teaching institutions would be required to submit a written report to the governor, the lieutenant governor, and speaker of the house of representatives regarding the institution's progress in certain matters as specified by the bill. Based on the analysis provided by institutions of higher education and the Higher Education Coordinating Board, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
