No significant fiscal implication to the State is anticipated.
This bill would amend the Education Code to require the agency to adopt, by rule, additional qualifications and requirements for a non-attorney representative for a student in a special education due process hearing if the representative receives monetary compensation from a person for representation in an impartial due process hearing. This analysis assumes the Texas Education Agency can adopt rules related to special education due process hearings to align with legislation within existing resources.
