No significant fiscal implication to the State is anticipated.

This bill would amend the Education Code to require the agency to adopt, by rule, additional qualifications and requirements for a non-attorney representative for a student in a special education due process hearing. The Texas Education Agency estimates that adopting rules related to special education due process hearings to align with legislation can be accomplished within existing resources.
