No fiscal implication to the State is anticipated.
The bill would increase the minimum basic allotment for the Foundation School Program from $4,765 to $5,140. Section 42.101, Education Code currently provides for the basic allotment to be the statutory amount, currently $4,765, or a higher amount established by appropriation. For the 2016-2017 biennium, the General Appropriations Act provided a basic allotment of $5,140. The bill would codify the basic allotment in effect for the 2016-2017 biennium as the new minimum basic allotment. To the extent the bill increases the minimum level of entitlement under the Foundation School Program, it would increase the amount of funding the legislature is statutorily obligated to provide to school districts and charter schools on an ongoing basis. The change in the minimum level of entitlement would have no additional cost for the 2018-2019 biennium since the basic allotment adopted via the appropriations process currently provides for a basic allotment of $5,140.
