No fiscal implication to the State is anticipated.
The bill would make records of State Board for Educator Certification investigations confidential when the underlying complaint is found to be groundless. The bill would also provide that a record produced by the board in the course of an investigation of misconduct may be used as evidence in a disciplinary proceeding if permissible under rules of evidence.
