LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

85TH LEGISLATIVE REGULAR SESSION

May 16, 2017

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1999 by Israel (Relating to a violation regarding the purchase, possession, or consumption of alcoholic beverages by a minor or the misrepresentation of age by a minor; authorizing a civil penalty; creating a criminal offense.), As Engrossed

The provisions of the bill addressed by this analysis would amend various codes as they relate to the purchase, possession, or consumption of alcohol by a minor or the misrepresentation of age by a minor. Under the provisions of the bill, certain offenses related to alcohol involving minors currently punished as a Class C misdemeanor would become civil violations punished by a civil penalty with punishment becoming a Class C misdemeanor only after a previous violation.

A Class C misdemeanor is punishable by a fine not to exceed $500.

This analysis assumes the provisions of the bill would not result in a significant impact on the demand for state correctional resources.
