HB1999 by Israel (Relating to a violation regarding the purchase, possession, or consumption of alcoholic beverages by a minor or the misrepresentation of age by a minor; authorizing a civil penalty; creating a criminal offense.), As Introduced

The provisions of the bill addressed by this analysis would amend the Alcoholic Beverage Code, Code of Criminal Procedure, Penal Code, and Transportation Code as they relate to the purchase, possession, or consumption of alcohol by a minor or the misrepresentation of age by a minor. Under the provisions of the bill, certain offenses related to alcohol involving minors currently punished as a Class C misdemeanor would become civil violations punished by a civil penalty with punishment becoming a Class C misdemeanor only after multiple violations.
 
A Class C misdemeanor is punishable by a fine not to exceed $500. 

This analysis assumes the provisions of the bill would not result in a significant impact on the demand for state correctional resources.
