HB2120 by Thompson, Senfronia (Relating to good conduct time earned by certain inmates and the consideration of release on parole for those inmates.), As Introduced

The provisions of the bill addressing the consideration for release on parole are the subject of this analysis. The bill amends the Government Code as it relates to good conduct time earned by certain inmates and the consideration of release on parole for those inmates. Under the provisions of the bill, the Board of Pardons and Paroles would be required to give special consideration to good conduct time accrued by certain individuals when considering the individual for release to parole supervision. The bill would apply to individuals confined in state correctional agencies on or after the effective date, regardless of whether the offense for which they are confined occurred before, on, or after the effective date of the Act.

Giving special consideration to the amount of good conduct time accrued is expected to result in reduced demands upon the correctional resources of the State due to shorter terms of confinement in state correctional institutions. This analysis assumes the provisions of the bill addressing considerations for release to parole supervision would not result in a significant reduction on the demand for state correctional resources.
