Under the provisions of the bill, the Texas Department of Criminal Justice would be able to award good conduct time to an individual if the individual provided substantial assistance to a law enforcement agency in certain circumstances while confined. The bill would apply to individuals confined in state correctional agencies on or after the effective date, regardless of whether the offense for which they are confined occurred before, on, or after the effective date of the Act.
Providing an additional option for accruing good conduct time for certain behavior is expected to result in an earlier parole consideration date for those individuals whose offense allows good conduct time to be used in the calculation of a parole consideration date. This analysis assumes the provisions of the bill addressing the awarding of good conduct time would not result in a significant impact on the demand for state correctional resources.
