Pursuant to an announcement from the house floor on April 25, 2017, the House Committee on Appropriations met in a formal meeting and was called to order by the chair, Representative Zerwas, at 12:30 p.m.

The initial quorum call was answered as follows: Representatives Zerwas; Longoria; Ashby; Capriglione; Davis, Sarah; Dean; Giddings; Gonzales, Larry; González, Mary; Howard; Phelan; Roberts; Rodriguez, Justin; Sheffield; and Walle.

A quorum was present.

The chair laid out HB 18 as pending business.

Representative Dean offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Dean moved that HB 18, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
