Pursuant to a notice posted on February 6, 2018, the House Committee on Investments & Financial Services met in a public hearing and was called to order by the chair, Representative Parker, at 10:37 a.m.
The initial quorum call was answered as follows: Representatives Parker; Stephenson; Burrows; Holland; and Johnson, Eric.
A quorum was present.
The committee heard testimony discussing cryptocurrency, blockchain technology, and the effects that they may have on the Texas financial services sectors.

The committee heard testimony on the following interim charge: “Study the impact and risks that a large-scale security breach of a credit bureau has on Texans. Identify opportunities to protect Texas consumers and to mitigate the impact of such a breach.”

The committee heard testimony on the following interim charge: “Study policy challenges in the area of financial technology. Evaluate the concept of a "sandbox" as a regulatory approach for enabling innovation and the feasibility of implementing such in Texas. If appropriate, make recommendations for possible legislative action to foster innovation in the finance industry.”
