Pursuant to an announcement from the house floor on April 4, 2017, and permission granted on April 4, 2017, to meet while the House was in session, the House Committee on Human Services met in a formal meeting and was called to order by the chair, Representative Raymond, at 12:07 p.m.

 

The initial quorum call was answered as follows: Representatives Raymond; Frank; Klick; Miller; Rose; Swanson; and Wu.

The chair laid out HB 871 as pending business.

 

Representative Wu offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Rose moved that HB 871, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
