Pursuant to a notice posted on August 16, 2018, revised on September 13, 2018, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Larson, at 10:10 a.m.

 

The initial quorum call was answered as follows: Representatives Larson; Ashby; Burns; Kacal; King, Tracy O.; and Workman.

 

A quorum was present.

 


 

The committee met to hear invited and public testimony on a specific issue related to interim charge #3, and on interim charge #8:

 

“Interim Charge #3:

 

Evaluate the status of groundwater policy in Texas, including the following:

 

(g) emerging issues in groundwater-surface water interaction, in particular in areas of increasing competition for scarce resources.

 

Interim Charge #8:

 

Study the hazards presented by abandoned and deteriorated groundwater wells, and make recommendations to address the contamination and other concerns these wells may represent.”
