Pursuant to a notice posted on March 28, 2018, the House Committee on Texas Ports, Innovation & Infrastructure, Select met in a public hearing and was called to order by the chair, Representative Deshotel, at 10:03 a.m.

 

The initial quorum call was answered as follows: Representatives Deshotel; Paul; Goldman; Morrison, Geanie W.; Ortega; Phelan; and Rodriguez, Justin.

The Chair delivered opening remarks.

 

The Chair laid out the following charge: Review the maritime port program for “Funding of Port Security, Projects, and Studies” in Chapter 55 of the Texas Transportation Code to identify changes or modernization needed to address current maritime-related port access and freight mobility needs.

The Chair laid out the following charge: Study the benefits of 85RSB28: Funding of Ship Channel Improvements; ensure the fund is properly designed to benefit the Coast of Texas and it's Ports.

The Chair laid out the following charge: Study how to continue maintenance and dredging to ensure navigable waterways and channels. Identify alternative funding, if any, ensure navigable waterways and channels to remain competitive in the post-Panama Canal expansion era.
