Pursuant to a notice posted on July 24, 2018, revised on August 6, 2018, the House Committee on Public Health met in a public hearing and was called to order by the chair, Representative Price, at 9:10 a.m.
The initial quorum call was answered as follows: Representatives Price; Sheffield; Burkett; Collier; Cortez; Guerra; Klick; and Zedler.
A quorum was present.
Representative Alvarado is in attendance.
The committee met jointly with the Human Services Committee to consider the issue regarding:
Residential child care facilities, particularly the number of licensed facilities, recent complaints received regarding treatment of children at these facilities, and the status of any pending license.

The committee met jointly with the Human Services Committee to consider the following interim charge:
Analyze the prevalence of children involved with Child Protective Services (CPS) who have a mental illness and/or a substance use disorder. In addition, analyze the prevalence of children involved with CPS due to their guardian's substance abuse or because of an untreated mental illness. Identify methods to strengthen CPS processes and services, including efforts for family preservation; increasing the number of appropriate placements designed for children with high needs; and ensuring Texas Medicaid is providing access to appropriate and effective behavioral health services.
