Pursuant to an announcement from the house floor on April 25, 2017, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Cook, at 4:30 p.m.

The initial quorum call was answered as follows: Representatives Cook; Giddings; Craddick; Farrar; Geren; King, Ken; Kuempel; Meyer; Oliveira; Paddie; and Rodriguez, Eddie.

A quorum was present.

The chair directed that the April 5, 2017 minutes for the House Committee on State Affairs be corrected. The corrected minutes were authorized without objection.

HB 931

The chair laid out HB 931 as pending business.

The chair offered a complete committee substitute.

The committee substitute was adopted without objection.

The chair moved that HB 931, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
