Pursuant to an announcement from the house floor on May 10, 2017, and permission granted on May 10, 2017, to meet while the House was in session, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Cook, at 4:00 p.m.

 

The initial quorum call was answered as follows: Representatives Cook; Craddick; Farrar; Geren; Guillen; King, Ken; Kuempel; Meyer; Paddie; Rodriguez, Eddie; and Smithee.

 

A quorum was present.

The chair laid out SB 8, the companion to HB 200.

 

The chair offered a complete committee substitute.

 

The committee substitute was adopted without objection.
