Pursuant to a notice posted on February 16, 2017, and permission granted on February 21, 2017, to meet while the House was in session, the House Committee on Urban Affairs met in a public hearing and was called to order by the chair, Representative Alvarado, at 11:54 a.m.

The initial quorum call was answered as follows: Representatives Alvarado; Bernal; Elkins; and Isaac.

A quorum was present.

The committee heard invited testimony.
