Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Agriculture, Water & Rural Affairs was held on Monday, April 10, 2017, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 5:10 PM. There being a quorum present, the following business was transacted:

At 5:12 PM Senator Rodríguez assumed the chair.

 

The chair laid out as a matter of pending business CSSB 319.

 

Senator Perry sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.

 

Senator Perry requested unanimous consent to incorporate the amendment into a committee substitute; without objection, it was so ordered.  Senator Perry moved that the new committee substitute be adopted.  There being no objection, the new substitute was adopted.

 

Senator Perry moved that SB 319 do not pass but that CSSB 319 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent. Senators Creighton, Hinojosa and Kolkhorst submitted motions in writing requesting unanimous consent to be shown voting aye on CSSB 319; without objection, it was so ordered.
