Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Saturday, July 22, 2017, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. There being a quorum present, the following business was transacted:

 

Senator Creighton moved that testimony would be limited to 2 minutes; without objection, it was so ordered.

 

The chair laid out SB 8 and recognized the author, Senator Creighton, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hancock moved that SB 8 be left pending; without objection, it was so ordered.

 

The chair laid out SB 12 and recognized the author, Senator Buckingham, to explain the bill. Senator Creighton sent up Committee Amendment 1. Senator Buckingham was recognized to explain the amendment.  Senator Creighton moved to pull down Committee Amendment 1; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Campbell assumed the chair.

 

Senator Hancock resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hancock moved that SB 12 be left pending; without objection, it was so ordered.

 

The chair laid out SB 14 and recognized the author, Senator Hall, to explain the bill. Senator Creighton sent up Committee Amendment 1. Senator Hall was recognized to explain the amendment. Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Hancock moved that SB 14 be left pending; without objection, it was so ordered.

 

The chair laid out SB 13 and recognized the author, Senator Burton, to explain the bill.  Senator Campbell sent up Committee Amendment 1. Senator Burton was recognized to explain the amendment. Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Campbell moved that SB 13 be left pending; without objection, it was so ordered.

 

The chair laid out SB 15 and recognized the author, Senator Huffines, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hancock moved that SB 15 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 8, and recognized the author. Senator Creighton moved that SB 8 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 15. Senator Creighton moved that SB 15 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 4:59 PM Senator Hancock moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
